Two days National Conference was organized by Aggarwal College, Ballabgarh on 26th- 27th February 2011, on "Information Literacy Skills for College Librarian in Digital Environment".

Dr. K.C. Dabas , Dy. Librarian, M.D.University, Rohtal, inaugurated the conference on 26th Feb.2011. The sacred lamp symbol of Goddess Saraswati was lighted by the Chief Guest along with the othe guests on the dais. The dignitaries on the dais were Dr. Krishan Kant Gupta,

Sh. Rattan Singh Gupta, President, Governing Body, Aggarwal College Ballabgarh, Smt. Shankutla Kashyap, Dy. Secretary, UGC was the Guest of Honour in this Conference, Prof. B. Ramesh Babu, Head dept of Library and Information Science, University of Madras, and the Conference Convener Dr. Ram Chander, Librarian, Aggarwal College, Ballabgarh. Dr. Krishan Kant Gupta, Principal, Aggarwal College, Ballabgarh welcomed the Chief Guest and other delegates presented on this occasion and also presented the moemento to the Chief Guest. Sh. Rattan Singh Gupta, President, Governing Body, Aggarwal College Ballabgarh appreciated the efforts of the organizing committee in organizing this National Conference on relevant topic.
He hoped that meaningful deliberates should be held during the technical sessions. After that Dr. K.C. Dabas addressed the delegates and inaugurated of the proceedings of the conference. Prof. B. Ramesh Babu, Head dept of Library and Information Science, University of Madras delivered the key note address on the theme of the Conference. He stressed that library service should be pro-active and should be given at the door step of the reader in the digital environment. The Inaugural session was ended with a vote of thanks by Dr. Ram Chander, convenor of the National Conference. The schedule of the conference was divided into eight technical sessions.

Technical Session:-
1. The Chairman of this session was Prof. B. Ramesh Babu, Head dept of Library and Information Science, University of Madras and Co-Chairman was Sh K.P.Singh, Librarian, AIIMS, New Delhi. The thirteen papers. were presented out of 23 papers, Dr. Satya Prakash, Chief Librarian, ACCMAN Institute , Grater Nodia was the Reporteer of the session. And the invited speaker was Dr. Jaideep Sharma, Assoc. Prof. Faculty of LIS, IGNOU, and New Delhi.

Technical Session:-
2 In the second technical session, Dr. Jaideep Sharma, Assoc. Prof. Faculty of LIS, IGNOU was the Chairman and Dr. R.N.Malviya,University Librarian Lingyas University, Faridabad, was Co- Chairman in this session. 13 delegates presented their papers. Dr. Tariq Ashraf, Dy. Librarian, University of Delhi present their invited talk on this technical Session and Anand Anjali Jha . Librarian. CMS Academy, New Delhi was Repportaur of this technical session.

Technical Session:-
3. . Dr. Tariq Ashraf, Dy. Librarian, University of Delhi and Dr S.B. Kulshratha, Librarian , M.M.H.College, Ghaziabad were the Chairman and Co-Chairman. Total 18 papers were presented in this session. Sh. Rajender Singh Librarian. Glaxy Globle Engg. College Amballa was s the repportaur of this session.And Dr. M.M.A. Ansari Dy. Librarian, Jamia Millia Islamia, New Delhi presented their Invited Talk.

Technical Session:-
4. In the fourth technical session on 26 Feb.20119. Dr.M.M.A. Ansari Dy. Librarian, Jamia Millia Islamia, New Delhi was Chairman and Sh. P.N.Bajpai, Librarian, YMCA University of Science and Technology, was the Co-Chairman of the session and Sh.Ashwani Sharma, Librarian DAV College, Pehowa was repportaur of the session. Total 20 papers were presented by the different delegates. Dr. P.K.Bhattachariya, Research Fellow, TERI New Delhi presented their invited talk.

Technical Session: -
5 : On the seconed day 27th February 2011 in the fifth technical session Dr U.C.Sharma Associate. Prof. Head Deptt. of Librarary & Inf. Science , Dr. B.R.Ambedkar University, Agra was the chairman, Dr. Mange Ram, Dy. Librarian Dayal Bagh Educational Institute, (Deemed University), Agra was the Co-chairman and Mr.J.S.Rana, Librarian, S.D.College, Panipat was the repportaur of the session. Dr. Dinesh Gupta, Head Dept. of LIS, KUK was the invited speaker. Total 17 papers were presented in this session.

Technical Session: -
6 : In The sixth technical session . Dr. Dinesh Gupta, Head Dept. of LIS, KUK and Dr. Niranjan Singh Librarian, KHS, (Ministry of MHRD) Agra were Chairman and Co-Chairman. Dr. Nabi Hasan, Dy. Librarian, IIT, New Delhi was invited speaker and Dr. J.S.Lohia was the repportaur of the technical session. Total 17 delegates presented their papers.

Technical Session:
7 : In the seventh technical session 18 papers were presented. Dr. M. Natarahjan, Scientic, NISCAIR and Jogender Singh, Asstt. Librarian , Uni. of Jammu were the Chairman and Co-chairman.. Dr Salek Chand , LIO, Election Commission, Govt. of India presented their Invited Talk. Nidhi Mittal, Asst. Librarian , Aggarwal College Ballabagarh was the repportaur of this session.

Technical Session:
8: In the last technical Session 8 Dr Salek Chand , LIO, Election Commission, Govt. of India were the Chairman and Dr. J.S Lohia was the Co-chairmanand the invited talk given by Dr. U.C.Sharma, Asso. Prof. DR.B.R.Ambedkar Uni., Agra and the 8 delegated presented their paper.

OBJECTIVES:--------------------
. To ascertain education and training need and also infrastructural need of library professional.
. To discussed the problems faced by the libraries in digital era and to find their solutions.
. To develop standard for measuring the excellence in the library services.
. Best practice for college libraries.
. To identify the legal responsibilities ( IPR ) in digital era.
RECOMMENDATIONS OF THE CONFERENCE :------------------------------------------
The contributors can send their papers on any of the themes and sub themes besides any topic relevant to them.
Guidelines for contributors:
. Ensure all college libraries should have computers, standard library software, trained staff and high-speed Internet access.
. Establish a committee for development of college library in all terms (Computerization, digitization, adequate staff, training of staff and scale designation etc) consisting of members (working college librarians, university librarian and Government nominee)
. The college Librarians should produce a clear, concise and specific statement of the vision of the Library, including its priorities. and strategy for realizing this vision within the limits of available resources.
. Create an integrated library policy to guide decision-making and strategic planning and investments for college libraries.
. Enhance the role of College Library and ask it to develop minimum province-wide standards and best practices for library services.
. Actively find ways for college libraries, university libraries and schools libraries to work together on student supports, co-location, staffing, literacy, and sharing of resources. Including videoconferencing etc.
. Encourage college libraries to formalize meetings between all local college library and partners (e.g. non-profit organizations, community groups, local provincial government offices. etc.) to avoid duplication of service and resources.
. The university administration, library and faculty should work together to develop and implement a common strategy for collection development that takes account of resource allocation, collection priorities and selection of` materials. It is especially important to develop mechanisms for cooperation between faculty and Library staff in collection development.
. The College Library Advisory Committee should continue monitors the development of library.
. The library personnel should be sending for training for their knowledge updates. Library personnel should not engage in other works of college, these leads to disturbance of library wok and services.
. There are many posts vacant in all college libraries, managing authority and government should fill-up these posts on priority base.
. The librarians should take initiative in modern technology to facilitate the users.
. College libraries should link themselves with documentation centers like NASSDOC, ICSSR, and NISCAIR etc.
. College libraries should implement Total Quality Management concept in their libraries.
. Developed College library should make a forum for solution of the problems of college libraries in electronic environment.
. College Libraries should be opt open access for their users. Many libraries have closed-access in this time.

College Profile
The College is situated in Ballabgarh (Distt. Faridabad) at Tigam road 35 km. from New Delhi on National Highway Delhi -Agra road. This is connected by road and Train. Local trains and buses ply to Ballabgarh on Delhi-Agra rout in regular intervals. The temperature remains cool during the month of February. Light woolen clothes are required to wear. The Department of Library & Information Science of the College had the privilege of organizing a National level Conference in the month of October 2009 in which 135 delegates across the country participated. Along with an excellent academic ambience, the emphasis here is on quality education through various teaching aids and overall development of the students through interactive sessions. From time to time in additional to carrying out relation curriculum activities the College organizes workshop, seminars and conferences for the benefit of different sections of the society.
